Where does my husband refute a defaulted student loan?

My husband attended a business college in CA. The college was shut down for reasons of fraud. He recieved a student loan and now years later, we have just gotten notice that it is in default. He had refused to pay it before default status, because of the principle behind it that the school was shut down. So, how does he go about proving this to The U.S. Dept. of Education? Isn’t there a law that say that if a school was shut down, then you don’t have to pay for the student loan?
